ok so you got a few options. By hero/leader focus, do you want your army to almost entirely rely on characters or do you simply want a few flashy big guys?
Character reliant armies include Guard and Thousand Sons as their army rules revolve entirely around their characters being alive. Flashy guys I'd say tyranids or custodes. Nids have a lot of solo big guys that can rampage and custodes are technically an army of heroes.
