What about Tsarist Russia if it never fell under the Romanovs? 1 out of every 15 player in the match spawns in without shoes. You could probably do a similar with the China under the Neo-Qing. Everyone has a full Fu Manchu and accompanying ponytail with squads being designated under colored banners that someone has to physically carry around in real time.
