I disagree, for its time frame the Bebop dub was incredibly well done, syncing with mouth movements well while staying faithful to the original script and fitting the tone of the setting, all while sounding natural and almost entirely lacking any stilted awkwardness that plagued contemporary dubs. It's the gold standard for a reason.
Speaking of Steve Blum, Big O was another really good one, if you don't count mispronouncing megadeus as mega deuce all the time. Michael McConnohie fucking killed it as Schwartzwald.
