Toei made that for them because the toys sold so well over there, and used it as a way to sell slight remolds of the existing toyline.
They actually did they same thing with Zyuhouger's toyline, creating a whole series of alphabet blocks to go with the existing number ones, but I don't think that got extra episodes.
