Kdramas have become a popular niche over time. The international audience is quite sizeable. The Korean Wave/Hallyu started in the late 90s/early 2000s (in China and Japan) and hasn't really stopped. IIRC the first official western kdrama platform was Dramafever and that came about in 2009 (and killed the fansub scene, rip). Viki is technically older but it was a free third-party site in its early years
