In indian culture, getting something for nothing is not a shame but a goal pursued by most.
Indians will always submit to corruption. Always.

Kinda hard to have city workers/public works focus on the road when there's trash and shit everywhere lol. And if there is none, they instinctually have to leave some or else it doesnt feel like home.
