Hori's fault for not doing proper worldbuilding. Most of his setting makes no sense, like, why is there police when most crimes are villain related? Why are mutants taken as criminals yet almost no racial issues are presented or racist citizens?

You'll see the number of Makoto and Bee art is already increasing thanks to the anime. I'm angry at the Pop design changes but at least they're getting art rather than remaining an obscure manga with fringe cult following on a basket weaving forum
