Most monarchies in history had something like this. The one I tend to find best is the witan.
>King is about to die
>Selects his eldest son to be next king
>Witan gathers in conclave and agrees eldest son is mega stupid and can't be king, and informs His Highness thusly
>King instead nominates his second eldest.
>Witan doesn't hate him because he is less retarded but would only agree to it if he marries a local noble's daughter
>King consents and promptly dies
>Older brother forced to join a monastic order
