Yes, they get really strong at higher lvls, some have useful stuff like Bow Mercenary lvl 4 can give you Magnificat. When you use them check their skills, because you have to cast them yourself.
If you want tanky ones, then go for Spearmen, if you are an alche and are using homun to tank, then Bowmen are good for extra dps, and finally Fencer ones are hard hitters but not too tanky.
