Animals don't know what a tranquilizer is and just because a dart was shot at you, doesn't mean it won't hurt and it would take 10 full minutes for it to start to work (if it does work).
picrel could very well have happened if he was shot to be tranquilized.

Also consider that Zoos and animals have extremely uphill battles when it comes to courts defending them in Court. Like w/ Tatiana the Tiger or that incident where a mother effectively tossed her child into the painted hound exhibit. Zoo officials were there at the time it happened and would be a serious lawsuit.
