That was the case for most of the war but since the 2nd round of Istanbul talks they're talking about taking more. People don't seem to understand (or are unwilling to admit) that the longer the war goes on the weaker NATO & Ukraine's positions become. It's completely absurd to expect the losing side to dictate terms.
