It's like using Phoebe/Zani in the overworld, but worse. Murder everything with Cia just like you murdered everything with Phoebe. Carty is for ToA, wiwa and similar game modes where enemies actually have enough HP to survive her whole rotation.

There are only two places that let you practice with Fleur: wiwa and ToA. Anything else dies way too fast.
