I'm not a huge lore-buff but the tsaesci are the snake like people of Akavir. Now in the quest mod Akavir the Tsaesci and humans are two different species, I don't know if this is 100% lore accurate cause one anon told me a few days ago that in lore the asian people of Akavir turned into the snake people. So I'm not sure, but Akavir has always been the mysterious land that is supposedly suppose to be asian oriented. It's where the Neverarine went after the events of Morrowind.

I forget if she's main quest oriented or side quest, but she's in the capital, that's all I will say.
