Obviously fanfiction writers don't get the same amount of leeway as the original author when trying to push for new interpretations and ideas. But even then, if the "fanfic writer" was drawing on the same level as Toriyama, he'd get praised eventually.

Kakumei is a good example of that. It's clearly not Dragon Ball, but it's well drawn and has some interesting ideas so it gets some praise. Meanwhile DBM art just kinda sucks.
