Some Japanese people can grow beards, it's the ones who have stronger Jomon blood. See, the Japanese are a mix of two races, the Jomon and the Yayoi. The Jomon are the older, original people who first settled the islands, and were largely absorbed by the Yayoi (those who didn't mix with the Ainu anyway). So most Japanese have the Yayoi look, which is basically continental Asian: short, smooth pale skin, straight black hair, epicanthic folds on the eyes. Jomon have a slightly darker complexion, more "rugged" looking features, and are a lot hairier in body and face. So the modern Japanese population will mostly lean toward Yayoi, or a blended Yayoi look, but occasionally there's somebody that looks very Jomon.
