You've been repeating this since Chapter 2 but it's been wrong since Chapter 1
If you played the game and payed attention you would have seen that the actual tension between them comes from their mutual relationship with Kris, and Noelle realizing that Kris is closer to Susie than she is (and by extension, that Susie still just thinks of her as a friend)
