This is a gross overstatement. DMC1 has plenty of enemies that can put very little fight or die to simple strats. Not to say the DMC3 enemies are the most complex thing, and it has plenty of stinkers, but DMC1 is far from perfect in the enemy department and there's more to it than the memory limitations.

No, that's just part of a greater whole. DMC3 elegantly used its cutscenes to both reward the player and set the tone of how they should be playing as Dante. You get one cutscene at the start, one cutscene before a boss and one cutscene at the end of a mission. This structure is followed very rigorously so you always know what you're doing in the game.
You're also presented with a very comprehensible difficulty curve. Plenty of people die in the first two or three missions in DMC3 during their first playthrough but the vast majority get to at least Vergil 1, because he's been constantly set as the mountain you have to climb.
You massively undersell how good DMC3 (and Capcom in general) is at tying interaction and presentation. Nobody dropped DMC3 because Vergil whooped their ass, it's actually a great moment to everyone if he does, and yet it's a completely natural gameplay result.
