Goku had his power level completely dropped to 0 and was just using his base abilities without powers. Bullet hurt him because hes phicslly rusty. Wouldn't even say it hurt him. Left like a baby scratch. Laser only hurt Goku because ehe just had a deranged iut fight with Golden Freeza. Someone who was technically stronger than him he was also in the middle on plotting to Freeza and had his guard completely down. You'd maybe have a point if Goku hadn't just had the fight of his life.
