It annoys me how hard people downplay Dragon Ball sometimes. You take one of the strongest characters in the series, a mindless beast possibly surpassing even Broly if he had the control, and the very first thing he does is display his immense unrestrained power by creating a town-level blast. I think even Superman would be strained by that!

This applies to comic characters too before you ask, though funnily enough some major comic characters actually do have statements saying they can limit the destruction they cause with attacks.
