The music situation for DQ is a bit of a special case, as Sugiyama was an independent composer who worked on commission, much like how Toriyama/Bird Studio is contracted for DQ art and designs. Basically Sugiyama would be requested by Horii and the team for songs they need for a particular game, Sugiyama would send them scores and from that they would have at least one person interpret those scores and implement them into the game, credited as music or sound programmers.
Hitoshi Sakimoto and Tsukasa Tawada are notable music people in the industry who worked as music programmers on the Heartbeat DQ games (6 and 7). If you listen to Hourai High's soundtrack, you can hear Sakimoto use some of the same instrument samples he used in DQ6. Hayato Matsuo is another notable on as not only did he work on the music arrangements for DQ4-6 DS and DQ10, he also worked closely with Sugiyama on the Dai anime and took over for Sugiyama on the Shiren games where you can hear many of the same samples in the DS DQ ports.
DQ11 was originally arranged by the people who do the synth soundtracks on the mobile ports and spinoffs which don't sound very good, and now many of those same arrangements are being reused in every spinoff such Heroes, Treasure and Monsters, which is very unfortunate as I think Sugiyama's work deserves be to treated with much more effort.
