When going to the website, it shows picrel, which is also the domain the website for signature collection has. Therefore the site is a valid extension of the EU Commission's domain.
If you're being absolutely paranoid about it, then call up the commission and ask them if it's a real website or not. If you're being EXTRA paranoid, go to your local embassy and ask them yourself.
