In Genshin's case, they added even more useless 5-stars to the standard banner like Dehya and Mizuki which are waaay more useless than the older characters with the same element which are Jean and Diluc. They did this after their banner flopped to pad the standard banner out.

They also added Tighnari when they eventually updated the elemental system with Dendro so there's a corresponding character in the standard banner with that element.
