Violence and bloodlust, yes, but the Arm's dialogue with Reimu doesn't ever come off as out of malice or spite, so much as "I'm an Oni, you're a human, so we try to kill each other." If you want to bring up Suika in FDS by comparison, she's so much worse it's not even funny, the apologists for her are off their gourds. Kasen herself more has issues with being two-faced at times for as good as she is. She might not be as quick to resort to violence, but when she does, I'd argue she jumps to lethal force too soon. It does say something, however, that even the part of herself that Kasen blames for all her past killings is notably LESS evil than some other Gensokyo residents.
