The Second Hokage made the same argument as Zarbon and King Vegeta: Uchihas aren't loyal to the Leaf and must be wiped out before they rebel against authority. The Second Hokage isn't a cold intellectual the same way Ghiren is as to reduce the population of the Uchiha and rule over the Leaf.
