I don't thnik I can agree. Trouble is, combat is only one part of the gameplay here, with exploration (whether topical or narrative) a strong - stronger I would say - element of an hybrid build. Making the core of the gamplay a beat'em all changes things in terms of pacing and level design.
I mean, look at Vampyr. There's a good game in there, but the core of gamplay being by default the beat'em all makes all the other elements collapse upon themselves. And that regardless of its quality (I'd say combat in Vampyr was bad, but the issue raised by its impact on every other design elements would remain true even if it had been good).
