Bicycle Formfactor is just flat-out better, the larger wheel diameter and the angled design of the front wheel make the handling easier, with that said do your research as many e-bikes are limited to a really low speed on pedal assist.
You can theoretically do 80+km/h on a really high-range scooter with chunky wheels like a nami burn-e, but it's never going to be *as* stable as a bike, the guys I ride with only go 70-85 on specific dedicated bikeways with really smooth roads and little to no bike traffic, none of them are game enough to drive among cars at any speed so they don't go to top speeds very often.

Get an EUC for the best of both worlds, massive tyre size, way better gyro than scooters, way better maneuverability than both, comfortable both sitting and standing making long rides easy af, I can't recommend these enough, they will make bikes and scooters obsolete.
