Sorta, they do that for individual sagas, like picrel, the infamous Clone Saga from Spider-Man, which went on for two years spread over a dozen different titles.
Problem is, this would be like publishing an Android/Cell Saga Omnibus collection... with zero contex about anything that happened before.
You buy the Clone Saga Collection and have to do your homework about everything that happens in there that doesn't originate in there.
