Susie is 100% not the girl in the prophecy.
Another way to theorize is by examining the themes and trying to see what would fit into those themes, not by trying to guess what will happen and then trying to fit that into the themes.
The second approach is what most people do, and it is working backwards. A story is written with its themes in mind and everything is-- okay let me shut up.

The central message of deltarune is proving this one line wrong, proving that your choices do matter, and you can thus choose who you are going to be. Susie's arc is about her regaining the choice to be herself, she felt FORCED into being the vulgar bully. She didn't get the CHOICE to be this nice girl, a hero.
If she is the prophesied hero, the girl who will find love, SHE DOES NOT GET THAT CHOICE. She is NOT choosing to be good, to change, she once again is being forced into it.
She will learn she is not the hero of the prophecy, that she isn't this important person like she wanted to be. And yet, she will CHOOSE to be better. She will choose to be a hero despite not being one of legend, and thus prove that you can choose who you are in this world. You don't need to be foretold across space and time, you don't need to be ordained by god or gaster, you just need to be determined. You just need to make the choice.
