For rational people nothing Russia does is cost effective, but for a deranged gambler everytyhing makes perfect sense. I bet Putin thinks he's winning and the "rotten structure" of Ukraine is on the brink of colapse, because his flying monkeys tell them how great and terrible the aerial attacks were.
