A shitty structure surviving a large shake isn't a good comparison. It's more like spalling, the solid material transmits the shock but once it reaches the opposite side it bounces a tensile pulse. If the whole thing was filled solid nothing would happen, but because there's a tunnel the concrete is forced into bearing tensile stress. If enough of the concrete flakes off the roof it loses its strength and caves in.
Point being, shit doesn't work via shaking the ground until it collapses. It *hopefully* transmits forces through the solid material until it reaches a void and forces the concrete into tension rather than compression.
