This is blatantly wrong. Mortal has no idea what EV is and Maka probably doesn't either but we don't know.
It will tank your rating for a single "mistake" that doesn't matter at all just as well as a single mistake that costs you the entire game. Those decisions are exactly the same weight to Mortal's rating formula. This is a big reason why mortal rating is a joke (besides the fact that Mortal is not the strongest bot, and other bots often disagree with it.)
Rating is hard to describe because it isn't actually calculated by Mortal during its decision making process, and may be inaccurate to how Mortal is actually making the decision. According to the dev, rating is not how correct the decision is but how "interested" Mortal is in exploring that choice. Which means there is no EV consideration here, it's just some sort of relative degree compared to the other choices.
