Lots of old Jap artists made fighting game fan content. Azuma Kiyohiko (Azumanga Daioh, Yotsuba) drew for this Power Instinct 2 anthology comic.
Off the top of my head I can also think of Haga Yui, the Black Lagoon guy, and Yuuji Himukai (Etrian Odyssey) who all did Darkstalkers stuff.
