Skill is adapting to a situation by applying your knowledge dynamically.
You repeating a movement by memory is not skill.
A random spread will make you dynamically work against the recoil in such a way where you constantly correct for where the bullet should land, rather than doing movement by memory. That's literally the difference between playing chess (skill) and playing simon says (memory)
