Strongest being in the game would be full powered Alan Wake or Sadako since they have potentially stronger reality warping powers than the entity and are just arbitrarily limited for story and gameplay purposes. In terms of just raw power the Belmonts are super OP. If we're counting skins then Soma clears everyone on survivor and killer side.
