Because they haven't given up yet for some reason. You'd have to ask them. Look at the sales for the games and they're dismal outside of DQ11. DQ is niche. They didn't bring DQ5 and 6 to the west initially. People had to emulate those games until Square Enix finally ported them many years later. I remember trying to convince my friends that played FF to give DQ a try back in the 90s and they wouldn't play them because they had never heard of them and thought the front view battles looked like shit.
