I'll go out on a limb and say most fans of things, no matter their ability to code or whatever, absolutely can not write a good story for shit. Comparatively few people these days try to actually dissect a story and see what makes it good.
That's why fans who becomes writers of most things, including long-running franchises, end up writing shallow stories. They only grab the handful of things they see on the surface and usually don't look at what inspired those things and the tone.
Star Wars and Star Trek are favorite examples of mine, it just turns into hollow nonsense following the stuff that's eye-catching in the movies, rather than looking at what inspired Lucas to do it. Almost every single Fallout fan mod with a story I've seen does the same problem, they really don't give a fuck about what inspired Fallout's unique feeling which is why they just shoehorn stuff in and it's like jamming mismatched puzzle pieces together.
