Drawing 2p would turn this into a boring hand, so we don't care about it. By process of elimination, we discard 3p. Normal hands prefer inner tiles, but pair and triplet hands prefer outside tiles.

>Dora 3 is more important than one complete group. Declare all your Pei even if you go back in shanten for it. Do it with the conviction that your 3 new tiles will complete at least one group. This will also pressure the others.
