>With a penchan and several kanchans this is a weak iishanten. For a normal hand you'd cut 3s, but that fixes what tiles you'd need. With such a slow normal hand it's good to aim for chiitoi, which can flexibly respond to the bakyou and any possible dora draws. If the iipeikou shape were ryanmen-type like 12233p, cutting 3s and going for a normal hand would also be an option.

>With easily callable pairs and yakuhai we want to aim for toitoi and maybe chiitoi. Therefore we'll keep the tiles that we'd be happy to turn into pairs. Drawing 2p would turn this into a boring hand, so we don't care about it. By process of elimination, we discard 3p. Normal hands prefer inner tiles, but pair and triplet hands prefer outside tiles.

>Dora 3 is more important than one complete group. Declare all your Pei even if you go back in shanten for it. Do it with the conviction that your 3 new tiles will complete at least one group. This will also pressure the others.
