They seem to be the least evil
Not that they dont do a lot of evil shit but the other factions are just 24/7 atrocity mode
Like they have 9 major subfactions/cults and most have turning the galaxy into a nonstop torture zone as a secondary or tertiary goal.
Most genuinely seem to be autistically focused on doing their own thing many of which dont necessarily involve malicious stuff.
Heck they have 3! cults Duplicity, Scheming and Manipulation who seem to do them for the sake of doing them.

Like their codex is filled with named characters that arent actually doing evil shit they just have the potential to do them.
