No. It was pretty clear to any one who thought hard about it that they had decided they were going in way beforehand (look at Clinton's antagonism/bombing of Iraq for example) and the WMD thing was just a rationalization. They knew they had the people worked into a tizzy where they could be talked into anything thanks to 9/11.
