As much discontent it might generate among the elite and some radicals among the populace, PLANT was in no way capable of further pursuing the war with the Earth Alliance. If they had rejected the proposal and settled matters on the battlefield to look for a "better deal under a position of strength", both sides would've gone back to CE 70 and fight a stalemate indefinitely.
While disadvantageous, the proposal at least preserved PLANT's independence and its armed forces. And it's backed up by a neutral party.
Also, taking responsibility for a deal and its consequences is Leadership 101.
