well, for one, it wouldnt be set in hell or have any religious themes, id make it a fantasy/ scifi
the show takes place on a world ruled by magic and with a multitude of different creatures
society is ruled by magically potent birb people (not! goetias) who have managed to enslave the not! imps and not! hellhounds to their will due to their magic, but after centuries of them being 2nd class citizens the birds have slowly given them more and more rights, but they are still below in terms of status
in terms of HH, this world is ruled by magical birds, but it has diplomatic connections with a space faring technologically advanced humanity
they have set aside a whole city for the humans to conduct their business and trading in, but they are not allowed to go beyond its walls
the city, of course, is no mans land, so criminals from human territories come here to escape the law and punishment
the charlie expy herself is the daughter of a high ranking human noble and she has taken it upon herself to try and reform the various humans living in the citys squalor
the angels are bounty hunters who come looking for the biggest targets
IMP are assassins, but they have access to not! stolas spaceship which they use to go to human worlds, track down and take out targets as requested by the criminals living in not! pentagram city
