This is a director who's big claim to fame was taking already functional scripts (he tried to fucking pass on robocop twice because he didn't understand the satire) and adding tits and ultraviolence for mass market appeal.
The movie would be better off if it were a false flag, it would give the Federation actual moral grayness like it had in the novels, but it doesn't. So all it has is the stapled on implication that the entire movie was an in-universe propaganda reel which is fucking ludicrous on its face. Even ignoring how shit of story telling that is on the same level of "it was all a dream" to try and introduce doubt and the fact that there is a clear difference in presentation between the initial/final framing device and the actual film no fucking propaganda reel would show half the shit the film did.
