Here's my schizo take on this:
Asgore lost his job as the chief of police because he took the blame for Toriel killing Dess. His position allowed him to get away with it with relatively little consequences, where as Toriel would have been sent to jail, making Kris and Asriel lose their mother.
AND
Toriel was so blackout drunk even she does not remember driving over Dess and she thinks Asgore did it, or she does know and is upset with Asgore for taking the blame.
