Don't think it's TOO hard to simply make a program that interprets html and shows you a website. But there's so many different protocols and types of in and outbound traffic that it's a nightmare to code it in a way that's secure. And you're fighting against literal glowies with state funding pouring billions into trying to find exploitable security holes.
