I'm going to make a futuristic/medieval series about the "Angels of Albion" who are a group of flying soldiers whose job is to sink boats full of "refugees" that contain among them shapeshifting monsters.
The tension occurs when there is a public campaign that the collateral damage to innocent people on the boats is too high, and the Angels are all locked up for human rights violations.
The opening scene will show a cyborg in a headscarf loading refugees onto a rocket boat and then tearing across the channel in a small flotilla of about 10 rocket boats. The Angels descend on them and start killing them indiscriminately.
Flying with the Angels is a "whelp", a first time Angel who is the son of a powerful Lord, and a controversial addition due to his lack of proven experience.
The whelp files down to one of the boats and raises his sword, but pauses when he sees that the person he is about to strike is a wide eyed little girl. As he pauses, the "girl" splits apart and reveals that she's a shape shifting monster, tearing the whelp to shreds.
The death of the whelp will be used as an argument against the Angels, with the Lord blaming them for his death, although it will be revealed down the line that the Lord was hoping his son would die and it was all a set-up to disempower the Angels.
While the Angels are imprisoned, there will be a public campaign, led by the Lord, to embrace the shape shifting monsters, news segments showing that they "were just scared" and that if we just let them in they can contribute to society.
Of course this culminates in the monsters starting to slaughter everyone and the angels having to get out and save the day.
