HS youth is more prudish than here and sex is something rare during those years, rare compared to the Europe or US at least where tv and media bombard younger generations about sex since they're kids, one way or the other. You can see this difference in adult media as well: US adult cartoons always mention sex, Jap is more subtle about it and deals with other topics, if they do deal with sex, it's either a gimmick or something Freudian.
