Exrah a.k.a. crabitalists. They operate like 40k Tyranids, but economically: they show up on a planet and start exploiting them for all they're worth, stripping resources and extracting wealth and devastating the environment until the economy finally collapses, then moving on to the next planet like an all-consuming horde of venture-capitalists locust.
I'm pretty sure they were originally booted out because they kept selling secrets and tech to enemy races, but now the fluff has changed to them trying to cheat the CA on their first contact and getting curbstomped for it. Regardless, they're now back in a very limited capacity (since the CA can't trust them to not fuck them over if given even the smallest amount of freedom) after being missing for an edition and a half.
