In this situation yes. Lomo Metropolis is rated anywhere between 100 and 400 ISO. I didn't give any indication to the lab and I suspect they developed it as ISO 400. It also helped that it was a foggy morning.

Also a ISO 400 film but with issues - there was a green strip on the length of the film and I tried to diminish it with a little post-processing. I''m not very happy with the result, but it is what it is.
