Given how much modern players love their characters I think it's penalty enough to see their darling boy/girl get Pilar'd, and making them twiddle their thumbs for the rest of the game is just cruel so side NPC's are fine.
As for their power level? That's up to the referee. If the crew seriously needs an Adam Smasher to not die that's fine but make Arasaka either confiscate most of their job earnings or whatever, or maybe even let Adam deploy in his weaker Elvis FBC with less of his insane gear like the rockets and shoulder shotgun. I think Deathwatch had something similar where dead players could come back as a Legion of the Damned to help their companions for the job. Honestly if a player was mad that (after dying) they got to pilot a badass NPC and suddenly the NPC was weakened I would just say it's the NPC's corp/supervisor limiting their gear Other M style. Also this could let you show off Interface 3 and maybe some players will save towards going FBC.

As far as I know in RED at least the guns don't have straps. You need to spend a full action to carefully stow a gun (and then drawing a new gun is a free action I guess). I don't think 'sling' even shows up in the core rulebook except for gunslinger. So if you wanted to include a sling basically it would let someone 'drop' a gun but it remains attached to them. So dropping an assault rifle for a handgun for a close-range enemy would be fine, and when the player gets their shit together (or combat ends) they can re-holster the handgun and then equip the AR (which never got dropped but was just bouncing by their ass).
