Given they're doing a merged universe with the recent Black Ops games and MW reboot trilogy, it's funny how much of a failure reboot Makarov is. He's amounted to a small fraction of what Menendez achieved and none of his actions are any noteworthy in chronologically later games. BO2 Harper even compares Menendez to being bigger than Bin Laden, as if to say the IRL Osama Bin Laden shits all over reboot Makarov hard even though Bin Laden died in 2011 and Makarov has huge recentcy advantage still active in MWIII's 2023.
